Lynker is searching for a talented Junior Instructional Designer with a technology focus to support the National Oceanic and Atmospheric Administration (NOAA) Office for Coastal Management (OCM).


Requirements:

The Junior Instructional Designer should have the following Qualifications:

  • Bachelor’s degree plus 1+ years of experience in instructional design, digital production, or adult education or environmental science.
  • Ability to capture video content and edit video for web-based learning.
  • Demonstrated ability to create engaging learning content and various media
  • Excellent organizational skills, interpersonal skills, and accountability
  • Self and cultural awareness, strong cross-cultural communication, multi-cultural and multi-ethnic understanding. Curiosity to explore and appreciation of different perspectives. Knowledge and desire to foster awareness and inclusiveness in services and products.
  • Demonstrated service-orientation through ability to build relationships with management, colleagues, and external partners.
  • Ability to follow standard operating procedures and guidance documentation
  • Ability to pass a National Agency Check (NACI)
  • Excellent written and verbal communication, and solid visual presentation and storytelling skills.
  • Experience with Microsoft Apps and services (i.e Word, Excel, PowerPoint); G Suite tools (i.e. Gmail, Drive, Docs, Sheets, Slides, Forms, Calendar, Meet).
  • Awareness of Adobe Creative Cloud (i.e. Illustrator, Premiere Pro, and Acrobat).

The Ideal Junior Instructional Designer will have the following Qualifications:

  • Degree in either Instructional Design, Instructional Technology, Education and 2-5 years of work experience in instructional design, digital production, or related fields.
  • Knowledge of basic adult learning science and instructional design models, including ADDIE (analysis design, develop, implement, evaluate).
  • Experience in elearning and blended learning design and development
  • Experience developing video-based instructional material, including content capture and editing video for the web
  • Experience administering or using a learning management system or other virtual learning platforms needed for blended learning solutions
  • Demonstrated ability to apply adult learning science and methods
  • An understanding of technical applications needed on-the-job by practitioners in the fields of environmental science, planning, policy, and coastal and ocean ecosystems management
  • Experience working with state and federal agencies, including administrative, accessibility, and security requirements of government web products
  • A familiarity with and interest in environmental coastal management topics, such as climate change, resilience, nature-based solutions, economics, risk communication, and coastal hazards
  • Ability to apply Agile principles.


Description:

Lynker is searching for a talented Junior Instructional Designer with a technology focus to support the National Oceanic and Atmospheric Administration (NOAA) Office for Coastal Management (OCM). This position is located in Charleston, South Carolina, but may be eligible for remote work for the right candidate.

This exceptional individual will support the design and development of performance-based products and services in consultation with, and for, coastal management audiences; learning formats include a variety of ways people access information and learn. You will bring technical perspective to the instructional design and development process; this includes recommending appropriate instructional approaches and technologies, scoping and prototyping products, coordinating or developing graphic and multimedia assets, and developing final learning product solutions. You will possess technical expertise to design and develop instructional products, predominantly video and elearning, using adult learning principles and appropriate methods. You will apply technical savvy, and learn new applications and methods, as needed. The successful candidate will work closely with management, coastal subject matter experts, and incorporate input from targeted learners and/or local stakeholders.

As a Junior Instructional Designer with a focus on technology you will work as part of a high functioning team responsible for bringing innovation, efficiency, emotional intelligence and technical acumen to the instructional design and development of public facing learning products available via NOAA’s Digital Coast website.

The Duties of the Junior Instructional Designer will include, but are not limited to, the following:

  • Design and develop learning products and services that support coastal professionals in the use and application of NOAA science, data, and tools.
  • Work with a product team to understand learning needs, document technical requirements, and recommend appropriate instructional solutions or technologies, communicating opportunities, advantages and limitations.
  • Design and develop learning materials (e.g. assessments, content, activities, job aids, knowledge checks
  • Build e-learning products using instructional software, primarily the Articulate 360 suite, ensuring product meets industry standards for instruction.
  • Film raw video of subject matter experts and coastal settings; manage and organize multimedia assets; edit and produce final video products using Adobe Premiere Pro.
  • Coordinate with web development and design staff to ensure product development conforms with client development and design standards, including online security and accessibility requirements.
  • Support maintenance of existing online instructional products, troubleshooting, tracking needed updates, and testing new instructional technical solutions.
  • Apply adult learning science and methods that best achieve objectives to advance instructional quality of NOAA’s learning products and services, with an emphasis on the Digital Coast Academy.
  • Follow and communicate OCM’s instructional design processes and tailoring design based on input from learners and subject matter experts.
  • Adept at providing IT support to, predominantly virtual, stakeholder participants.
  • Other special projects and duties, as assigned.
