Required Qualifications

  • 5 years of relevant experience, 8 years of additional relevant experience may be substituted for education
  • Bachelor’s degree in engineering, Computer Science, or related scientific or technical discipline
  • Knowledge in testing functionality, matching to requirements, and in having primary responsibility for individual projects and systems
  • Experience working in an Agile scrum solution development and testing environment
  • Microsoft Office Suite (Word, Excel, Power Point, Project, Visio, One Note, Outlook)
  • Able to pass a background check to obtain a VA Public Trust (High-Risk) clearance
  • Candidates that do not meet the required qualifications will not be considered

Preferred Qualifications

  • Experience working in the Federal Government, Veteran's Administration (VA) experience a plus.
  • Extensive knowledge of VA VISTA systems and VA financial systems.
  • Experience working in a geographically dispersed project team environment
  • Strong verbal and written communication skills.
  • Microsoft Office Suite (Word, Excel, Power Point, Project, Visio, One Note, Outlook)
  • Active VA Public Trust (High-Risk) clearance

Job Description

The Test Engineer manages testing activities; coordinates the development and execution of test plans; documents, implements, monitors, and enforces all processes and procedures for testing; assigns testing tasks within the testing team; facilitates communications between the development and testing teams; verifies readiness of release through release review process; obtains customer signature on deliverables; reviews and approves contractor test plans; drafts testing reports and forwards to Project Managers, Activity Project Managers, and Contract Project Managers; and prepares QA reports for release ready builds. Excellent written and verbal communication and collaboration skills are essential to this role.

Key Responsibilities

  • Synthesizes customer contractual needs, requirements including technical, schedule, and cost constraints into solutions for integrating, testing, evaluating, and transitioning systems into operations to deliver enterprise capabilities.
  • Establishes standards, practices, and procedures for integrating, testing, evaluating and transitioning systems and enterprise capabilities, and coordinates with stakeholders.
  • Evaluates enterprise capabilities, architectures, system design concepts, requirements, risks and opportunities, and processes for integration, test, evaluation, and transition impacts.
  • Designs, develops, and implements test and evaluation strategies; plans and measures to assure reliability of systems in conjunction with system specifications and defined enterprise capabilities; and integrates system and enterprise elements together so they work as a whole.
  • Reviews, evaluates, and derives requirements for testability.
  • Ensures systems and enterprise capabilities comply with requirements and standards through formal verification methods.
  • Generates system requirement and enterprise capability verification approaches and customer acceptance criteria.
  • Participates in reviews of systems and elements under development to ensure traceability of requirement compliance through verification and validation.
  • Develops and directs preparation for and execution of comprehensive test and evaluation plans, procedures, and schedules which verify and validate enterprise capabilities, system requirements, performance and operability.
  • Coordinates system integration, test, evaluation, and transition activities with other organizations.
  • Conducts readiness for system integration, test, evaluation and transition activities.
  • Compiles data and defines changes required in testing configurations, testing procedures, testing processes, or new testing requirements.
  • Implements testing processes and ensures all test activities follow those processes.
  • Produces reports on each test activity and tracks test metrics.
  • Performs analysis and evaluations of systems under test.
  • Assesses performance using evaluation criteria and technical performance measures.
  • Performs analysis of test results and prepares comprehensive system evaluation reports and risk assessments.
  • Evaluates discrepancy reports and performs integration regression testing to verify/validate incorporated fixes affecting systems and enterprise capabilities.
  • Provides direct, interfacing support to the customer for system integration, test, evaluation and transition activities.
  • Has extensive knowledge of VA VISTA systems and VA financial systems.
  • Perform interface testing and act as a liaison between vendor and VA legacy system teams.
  • Analyze Interface Control Specification documents and create test suites for validation.
  • Monitors for continual process improvement and lessons learned, and reports to management periodically.

Compensation

$110,609.43 - $182,506.63

The pay range for this job is determined by various factors, including but not necessarily limited to location, responsibilities of the job, and alignment with market data. When determining a salary for this role, the following factors may will be taken into consideration - contract-specific affordability, education, knowledge, skills, competencies and experience.
